Negrón Reichard had testified under oath before the Senate, alleging a pattern of irregularities by Domenech including obstruction, destruction of evidence, interference in appointments, conflicts of interest, and undue influence. Zayas García raised issues related to processing of tax decrees, including one granted to lobbying firm Politank, previously linked to Domenech.
