The Highway and Transportation Authority (ACT) announced that it will reactivate the imposition of fines on drivers who use tolls without sufficient funds in their AutoExpreso accounts starting October 2026. According to ACT's executive director, Edwin González Montalvo, the measure is part of the requirements included in the Fiscal Plan certified by the Fiscal Supervision Board (JSF) and the budget commitments assumed by the ACT. González Montalvo stated that the reactivation occurs after technological and security improvements were made to the AutoExpreso system, including the replacement of infrastructure in toll plazas on highways PR-20, PR-52, PR-53, and PR-66.
The ACT estimates that it could collect around $30 million through fines, which would directly enter the corporation's coffers. Drivers who pass through tolls without sufficient funds will be exposed to a $15 fine, but can avoid it by replenishing their balance within five days. The AutoExpreso fine system was suspended in April 2022 after a cyberattack on the system operator.
Since then, the rate of payment violations has increased from a historical average of 1-2% to 15%.
