Ramón Torres Cruz, at-large representative for the Popular Democratic Party (PPD), has asked the president of the State Elections Commission (CEE), Jorge Rivera Rueda, to investigate the alleged issuance and use of unofficial Electoral Identification Cards (TIE) that he says could be reproduced or "cloned" electronically. The request follows a report to Torres Cruz's legislative office that a voter went to replace their ID card, and registration officials determined the document was not official and had not been issued by the CEE.
According to the report, the card was allegedly printed using an unofficial machine located at the New Progressive Party's (PNP) committee office in Arecibo. The disclosed information does not identify who produced the card, when it was made, or how many similar documents might exist, nor has the CEE confirmed the allegations.
Torres Cruz made the formal referral under Article 3.5 of Puerto Rico's Electoral Code, Law 58-2020, saying it aims to ensure the CEE fulfills its constitutional mission of guaranteeing pure, transparent, secure elections free of fraud. He also filed House Resolution 784, seeking to order the House Government Commission to investigate procedures related to the alleged issuance and use of unofficial electoral cards.
