PR Inspector General refers Caguas CESCO 'irregularities' to authorities

Puerto Rico's Office of the Inspector General (OIG) reported that it referred to authorities alleged "irregularities" found at the Driver Services Center (CESCO) in Caguas. In a press release, the OIG said an evaluation of various transactions found that the Caguas CESCO issued nearly 100 negative certifications for which no supporting documents, records, or evidence could be located.

The OIG also referred these findings to authorities with jurisdiction. The office identified control weaknesses at the center, including a lack of regulations governing the adjudication of fine status, which it said reveal ongoing administrative deficiencies at the Department of Transportation and Public Works (DTOP) that could enable fraudulent schemes to alter fines and system information.

Investigators found that employees in roles not authorized to make system modifications—including administrators, office officials, clerks, driver educators, and administrative staff—had extensive system permissions allowing them to modify or delete fines and manage payment plans without supervisory approval, via the DAVID+ system. The OIG said it launched the probe after receiving information about possible irregularities in fine-status modifications by Caguas CESCO employees, reviewing records from March 1, 2024, to December 31, 2025.
