Puerto Rico's House of Representatives unanimously approved House Bill 1352, which amends the Vehicle and Transit Law to reduce the administrative fine for each AutoExpreso electronic toll violation from $15.00 to $10.00. The bill was authored by Representative José Hernández Concepción of the New Progressive Party (PNP), who chairs the House Transportation and Infrastructure Committee.
The measure also requires that when a fine takes effect due to insufficient account balance—if a toll payment or recharge is not made within the established period—the account holder must be electronically notified of the amount owed and the fine imposed. The original bill had proposed cutting the fine from $15.00 to $5.00, but was amended to address fiscal concerns raised by the Puerto Rico Highways and Transportation Authority (ACT), which warned of a potential loss of own-source revenue estimated at $9 million if the legislation were implemented during the current fiscal year.
Hernández Concepción argued the reduction was necessary to avoid harming government revenue. The bill now moves to the Senate for evaluation.
