When asked about the possibility of Ceiba being used as a preparation point for an invasion of Cuba, Rivera noted that the US Army has the authority to use the Roosevelt Roads base according to their plans. The mayor emphasized that Ceiba has always had a military presence and that the airport has been a strategic military hub for the US nation.
