The Hermandad de Empleados Exentos No Docentes, a union representing non-teaching employees at the University of Puerto Rico, brought its demands to La Fortaleza after multiple unsuccessful negotiations with university administration. Key among their concerns is the status of the 2024-2027 Collective Bargaining Agreement, which was already negotiated, ratified, and signed by the union but has stalled.
Also at issue is the Classification and Compensation Plan for non-teaching staff, whose review has reportedly remained pending for decades, according to union president Hilda Torres Guzmán. As part of their efforts, the union delivered letters to the Fiscal Oversight Board (Junta de Supervisión Fiscal), the Office of Management and Budget, the University's Governing Board, and Governor Jennifer González Colón.
Torres Guzmán said the goal is to secure a direct hearing with all the entities involved. Union members plan to hold a General Assembly to discuss next steps given the lack of resolution on both matters.
