Luis Javier Hernández Ortiz, spokesman for the Popular Democratic Party (PPD) delegation in the Puerto Rico Senate, renewed calls for the government to present a concrete plan addressing problems with the Enterprise Resource Planning system known as ÍntegraPR. He said outstanding payment obligations to government employees, contractors and suppliers total $363.1 million. Hernández Ortiz noted he had warned on August 24 about the system's difficulties, saying "we raised the flag" over a month ago and presented evidence of serious deficiencies in the implementation process.
He specifically highlighted delayed payments to contractors working with the Puerto Rico Police Bureau who provide services to victims of domestic violence and sex crimes, saying they have waited months to be paid. He questioned why ÍntegraPR, originally presented as a tool to speed up payments, increase visibility of government transactions, and strengthen financial controls, has instead caused delays.
Hernández Ortiz demanded the administration explain what happened, how much money remains unpaid, and when the system will normalize. He requested a public report detailing debts by agency, the number of affected suppliers and employees, the age of the obligations, and a specific payment timeline, and said he will also seek information on ÍntegraPR's implementation costs and corrective measures taken.
