Senator José Luis Dalmau Santiago of the Popular Democratic Party (PPD) called on the Ports Authority to detail its current practices for inspecting cargo entering the San Juan docks. That task had been handled by S2 Services Puerto Rico, a company that held a contract with the Ports Authority to run the scanning system. For more than a decade, the government paid S2 Services $168 million, roughly $11 million a year.
In August 2025, Governor Jenniffer González Colón ordered the contract canceled because there were no "significant seizures," even though the system identified 3,400 discrepancies between 2009 and 2024. Dalmau Santiago requested a report from the Ports Authority on the benefits of having canceled the S2 contract. At a press conference at the Capitol, he said more than a year has passed since the cancellation and it is still unknown how cargo arriving at the docks is being protected.
He asked what happened to those 3,400 discrepancies, whether the money was collected and whether the merchandise was returned. He added that the debate cannot be limited to what the system costs, but must consider what it costs to stop detecting weapons, drugs or contraband entering through the island's ports.
