With the first quarter of fiscal year 2026-2027 nearly over, the Federation of Mayors of Puerto Rico asked the Financial Oversight and Management Board (JSF) to say when it will approve distribution plans for four budget allocations totaling $89 million that municipalities have not yet received. In a letter to JSF executive director Robert F. Mujica Jr., federation president and Camuy mayor Gabriel Hernández Rodríguez detailed the funds: $20 million for the Amas de Llaves program, $30 million for the Essential Services Fund, $9 million for a new third shift of paramedics, and $30 million for municipal service reform initiatives.
He noted these items were included in House Joint Resolution 356, part of the General Fund budget for fiscal year 2026-2027 that the JSF certified and Governor Jenniffer González Colón signed on June 29. In previous years, the Office of Management and Budget (OGP) has administered these funds through general and special memos to municipalities.
Hernández Rodríguez said many municipal governments have made financial commitments and need to know when they'll get the funds to plan operations and maintain services, including care for elderly residents and 911 emergency response. He offered to meet with Mujica or JSF technical staff to address questions and assist with the process.
