Representative José 'Cheito' Hernández Concepción of the Partido Nuevo Progresista (PNP) introduced Project PC 1334, which would grant an automatic 4% credit on the base charge of the Autoridad de Acueductos y Alcantarillados (AAA) bill to customers who go without water for more than 72 hours. The project, now headed to the Senate, also creates a transparency portal where the AAA must report why a community is without water, the estimated repair time, and the reason for delays exceeding 24 hours.
Additionally, the AAA would be required to notify municipalities of completed work so they can asphalt within five days. The project establishes mandatory response metrics for outages and electronic notifications to affected residents. Hernández Concepción reiterated that the AAA president should not remain in their position, citing their inability to handle frequent emergency situations.
