Alberto Fradera, deputy administrator (subadministrador) of the Puerto Rico Public Housing Administration (AVP), was removed from his post a week ago, and his departure becomes official Wednesday, two separate sources told El Nuevo Día. One source said Governor's Chief of Staff Norma Burgos, described as a friend of Fradera, was the one who notified him.
At the outlet's request, the AVP confirmed his exit in written statements, saying Fradera submitted his resignation on September 22, effective September 30, 2026. The AVP's Board of Governors named attorney Lumar Ayala as deputy administrator, starting October 1, 2026. The sources said Fradera has not been at the AVP since last week.
They said his exit came because Governor Jenniffer González's administration linked him with Senate President Thomas Rivera Schatz. They also described the atmosphere under the Department of Housing umbrella as "toxic," saying wounds from the primary never healed and friction exists among Fradera, Housing Secretary Luis Augusto Martínez Román, AVP administrator Juan Rosario, and AVP chief of staff José "Joe" Torres Echevarría.
Under Pedro Pierluisi's administration, Fradera led the Family Socioeconomic Development Administration (Adsef) and had previously worked with Burgos. Separately, at a press conference at La Fortaleza, Burgos confirmed the dismissal of Adsef administrator Blanca Medina Díaz for alleged poor performance, including insubordination.
