San Juan Mayor Romero Demands Criteria Behind AAA Water Credit, Calls It 'Insufficient'

San Juan Mayor Miguel Romero on Thursday called the credit that the Puerto Rico Aqueduct and Sewer Authority (AAA) will grant to about 37,000 customers "insufficient," arguing it does not include all sectors affected by water supply problems or the full period in which breakdowns were reported. The letter states the capital has faced low pressure, interruptions and even a total absence of service from July 2025 to the present. Romero said the announcement does not expressly include communities whose problems were documented in the press and legislative investigations, naming Hato Rey, Puerto Nuevo, Río Piedras, Cupey, Caimito, Sabana Llana, Playita, Shanghai, Santa Teresita, Cantera, El Mirador, Saint Just, the Villa Kennedy cooperative, Paseo del Conde, and the Las Margaritas and Fray Bartolomé de las Casas housing projects.

He asked, among other things, that the AAA explain the criteria used, the number of people who would benefit, whether the named communities were included and, if not, the reasons. On September 28, Governor Jenniffer González announced a 50% credit for about 37,000 customers in San Juan, Loíza and Carolina, unrelated to the rationing plan that ended last month.

The letter closes saying the Municipality does not seek to diminish the measure but wants it to recognize affected residents with equity and transparency.
