Caguas Representative José "Conny" Varela asked House Speaker Carlos "Johnny" Méndez Núñez to summon former Administration of Socioeconomic Development of the Family (ADSEF) administrator Blanca Medina Díaz to an interpellation session before the full House, where she would testify under oath about the circumstances of her dismissal and alleged pressure she received to sign documents tied to a contract worth up to $38 million. Varela called the allegations "of extreme gravity," noting that the official who led the agency administering aid to Puerto Rico's neediest families has said publicly she was pressured and harassed to sign a contract about which she had reservations, and was then fired, while the government says the dismissal was for insubordination.
"Both versions cannot be true at the same time," he said. According to public reports, the contract is with NOLA Education LLC to implement the Star Academy program in 25 public schools reaching about 2,000 students, funded with federal Temporary Assistance for Needy Families (TANF) money. Medina Díaz reportedly put in writing, in a May 20, 2026 communication to Family Secretary Suzanne Roig Fuertes, that ADSEF did not take part in evaluating proposals, selecting the company, or awarding the project.
