Litoral Vivo Corp. appears on the list of potential witnesses before the Puerto Rico Senate’s Family, Women, Elderly Persons and Population with Functional Diversity and Impairments Committee, which is investigating the process used to evaluate a tiny number of proponents who allegedly submitted proposals for a project with the Administration for Socioeconomic Development of the Family (ADSEF). Jeniffer Ramírez Jourdan, registered as the company’s resident agent, said she has not received official communication from the Senate to answer questions at a public hearing.

Osvaldo Quiñones Martínez is the corporation’s secretary and vice president, and René Yunes Díaz is treasurer. Litoral Vivo has been mentioned as one of three companies that LAP Consulting Grupo evaluated and recommended for ADSEF to grant a $38 million contract to establish Star Academy in Puerto Rico, a program funded by the Temporary Assistance for Needy Families program.

The other two were NOLA Education, which obtained a weighted average of 95.7, and Coccoloba AgroEnviromental LLC, which scored 24.7 despite warning in writing that it lacked the credentials to offer the required services; Litoral Vivo scored 55.3. The evaluators were Luis Pedraza González, Ramón Rodríguez Montalván and Misael Pérez Marrero. Litoral Vivo’s stated objectives include promoting conservation and equitable access to Puerto Rico’s coastal environments.

Asked whether she submitted a proposal, Ramírez Jourdan said she had no comments to share with the press at the moment.
