The president of the Puerto Rico Bar Association (CAAPR), Yanira Reyes, did not rule out filing a legal challenge to an ordinance approved by San Juan's municipal legislature, and endorsed by Mayor Miguel Romero, that clears the way for a parking structure development in the El Escambrón area. Speaking on Claro y de Frente, Reyes said the association's Environmental Law Commission, together with the community and organizations, has been evaluating the ordinance and the legal options available, with announcements expected soon.
She said the Bar Association has historically supported protecting natural resources and stressed transparency and following required legal processes so that the country is not 'given away' to private interests. Reyes cited several concerns: the way the ordinance was approved, which minority municipal legislators have also questioned; a recently circulated letter from the National Parks Company stating its authorization was not sought to change the use of the facility; and a plan to cede a contract for many years to a private company without a public auction.
She emphasized that Puerto Rico's beaches belong to the people and questioned the need for more parking, suggesting expanded public transportation or nearby spaces as alternatives. She asked why the priority is not guaranteeing access to a public good and noted the potential environmental impact.
