The Financial Oversight and Management Board (JSF) approved the regulation that will govern salaries for the Puerto Rico Police’s rank personnel. According to the Board’s letter, the rule sets a uniform framework for administering a progressive compensation and salary system for members of the Police rank system, along with standardized rules on compensation, promotions, demotions, re-entries to the force, reinstatements and differentials.

The Board said the scheme complies with the principles of the Civil Service Reform, and that this is the first time it has approved a regulation of this kind for a rank system. The Board said the salary structure takes into account funds available in the budget and market conditions. It includes higher percentage raises for officers with lower salaries.

The letter states that officers whose pay exceeds the maximum of their salary range may be considered only for non-recurring incentives under this mechanism. Eligibility for a raise will also be tied to training, professional development and performance requirements, "connecting salary progression to continued development." Salary scales will be reviewed every three to five years to maintain market competitiveness and address future salary increases.

The document also requires ongoing communication between the Police and the Office of Management and Budget. The Police now has 90 calendar days to implement the new salary system and deliver the salary scales to the Board.
