In Ceiba, Puerto Rico, Comptroller Carmen Vega Fournier reported the results of an investigation into the free concession of the Multipurpose Center for three wakes between March 15 and June 8, 2026, in contravention of municipal regulations. The investigation found that the Center’s use was granted without payment, despite an ordinance establishing a $600 rent, and without the required documentation or authorization from the Municipal Legislature.
The mayor certified that he authorized the exemption due to the deceased being well-known community members, but the investigation found no evidence to corroborate the lack of resources of the applicants or the necessary documentation to justify the exemption. As a result, the Municipality lost $1,800 in revenue. The Comptroller determined that the situation prevented the Municipal Legislature from fulfilling its legal responsibility to evaluate and approve the free concession of the municipal property.
The Comptroller recommended that the Mayor comply with the regulations on charging rent for the Center’s use or require the necessary documentation to justify the free concession and submit it to the Municipal Legislature for approval. The Comptroller also recommended that the President of the Municipal Legislature inform the legislative body of the investigation results to adopt corrective measures.
Vega Fournier emphasized the importance of municipal officials complying with applicable laws and regulations and promoting the effective, economic, efficient, and ethical use of government resources for the benefit of the people.
