  • The donations were made after her father, Julio Herrera Velutini, was pardoned by Trump along with Wanda Vázquez Garced and Mark Rossini
  • The Campaign Legal Center has filed a complaint with the FEC alleging that Isabel Herrera was acting on behalf of her father

Why this matters: The pardon of Wanda Vázquez Garced and the involvement of Julio Herrera Velutini in the bribery scheme have implications for Puerto Rico’s political landscape and the island’s relationship with the US federal government.

Isabel Herrera, daughter of Venezuelan banker Julio Herrera Velutini, who was pardoned by Donald Trump along with former Puerto Rico Governor Wanda Vázquez Garced, has donated an additional $2.5 million to the construction of Trump’s White House ballroom. This comes after she initially donated $3.5 million to Trump’s political action committee, MAGA, Inc., between December 2024 and July 2025.

Herrera Velutini was accused of leading a bribery scheme to benefit Vázquez Garced’s campaign, but the charges were reduced to lesser offenses after a plea agreement. Trump pardoned Vázquez Garced, Herrera Velutini, and former FBI agent Mark Rossini in January after they pleaded guilty to violating campaign finance laws. The donations made by Isabel Herrera have raised questions, with the Campaign Legal Center filing a complaint with the Federal Election Commission (FEC) alleging that she was acting on behalf of her father.

The Washington Post obtained a list of 67 donations to the White House ballroom exceeding $10,000, totaling $333 million, with additional anonymous donations of at least $77 million.
