Senate Ethics Committee Recommends $3,000 Fine Against Sen. Eliezer Molina for Monetizing Official Senate Videos

The Puerto Rico Senate’s Ethics Committee recommended a $3,000 penalty and a reprimand against independent Sen. Eliezer Molina Pérez after concluding he used official Senate recordings to feed digital platforms from which he earns income. The report on Complaint 2026-03, signed by committee chair Sen. Juan Oscar Morales Rodríguez, found by majority vote that Molina Pérez violated Section 4(g) of the Senate Ethics Code, which bans using public funds or resources for personal benefit, and breached the Senate’s contract with Liberty Communications by distributing copies of recordings without the president’s written authorization.

Senate President Thomas Rivera Schatz certified he never received such a request. The committee said Molina Pérez replaced the Senate and Cablevisión logos with his initials, "EM", which he admitted editing from his phone, and concluded that removing a logo does not erase the Senate’s cameras, signal and technical work. Molina Pérez argued through lawyer Juan Antonio Corretjer Russi that replaying his own remarks is protected by the federal fair use doctrine and Puerto Rico’s right-of-publicity law; the committee rejected that.

The May 21 complaint by former PPD representative Ángel Matos García also alleged undisclosed Meta income, tax deduction irregularities, BDE discrepancies and unreported lawsuits; the committee dismissed those claims for lack of merit, and Molina Pérez called the complaint a "fishing expedition".
