Governor González Says LUMA Was Hired to Solve Problems, Not Manage Excuses

At a glance

  • Governor Jenniffer González ordered her team, including Suzanne Roig and Josué Colón, to urgently evaluate legal and financial options to cut electricity costs for families
  • A sales and use tax (IVU) relief request is pending before the Oversight Board; if approved it would take effect automatically via a Treasury secretary determination
  • González called LUMA’s execution a failure, saying the consortium is not meeting its contract objectives on federal funds for grid transformation

Why this matters: Households and businesses facing recent light bill increases could see relief if the IVU measure before the Oversight Board clears, while the governor’s public rebuke of LUMA raises pressure over the grid contract ahead of any renegotiation.

Puerto Rico Governor Jenniffer González described LUMA Energy’s performance as a failure, particularly its use of federal funds meant to transform the island’s electrical system. She insisted that blaming the age of the infrastructure is not enough. "No contract will stand above the well-being of the people of Puerto Rico. Luma was hired to solve problems, not to manage excuses," she said.

She argued that announcing billions of dollars in federal funds is one thing and turning them into concrete projects is another. González called it ironic that LUMA president Janisse Quiñones urged the public to protest the cost of electricity when her company must answer for the inefficient transmission and distribution system it runs. She was referring to a social media video in which Quiñones distances the consortium from recent increases in power bills and urges citizens to bring their questions to the appropriate forums.

With her team present, including Family Department Secretary Suzanne Roig and Energy czar Josué Colón, the governor instructed them to urgently evaluate legal and financial alternatives to ease the cost of electricity for families. Among the measures discussed is a request filed with the Oversight Board on the sales and use tax (IVU). If the Board approves it, the measure would take effect automatically through an administrative determination by the Treasury secretary.

Initiatives to benefit medium-sized businesses and commercial establishments were also outlined. González said LUMA is not meeting the contract’s objectives and that it cannot become a shield for unfulfilled promises.
