The Puerto Rico Police Bureau is searching for Antonio Overando García over his possible link to a commercial transaction that surfaced in the investigation of the double killing of Félix Plaud and Luis Quiñones, revealed Tuesday on the program Rayos X. An arrest warrant with $100,000 bail stands against García for fraud and issuing bad checks, tied to the sale of a medical cannabis dispensary in Cupey. According to the program, the dispensary Well Greens was purchased in January 2022 for $550,000.
The negotiation involved Quiñones and García, while Plaud took part as the establishment’s operations administrator. The deal called for a $100,000 down payment and a promissory note for the remaining $450,000, but the original owners said they later received a $400,000 check that bounced for insufficient funds. Police agent Morales said charges against García were filed in absentia in August 2025 after he failed to appear for the investigation.
Authorities suspect he may be in Florida and are working to locate him for possible extradition to Puerto Rico. The investigation also identified a connection between the dispensary and William Rivera Sánchez, who killed Plaud and Quiñones before taking his own life. In a lawsuit discussed on the program, Rivera claimed Plaud persuaded him to invest about $114,000 in the medical cannabis business in Cupey.
