Among the five ethics complaints filed with the Puerto Rico Supreme Court against lawyer Luis A. Quiñones González, who was shot dead on Friday on Las Américas avenue in Ponce, allegedly by a man who later confessed on Facebook, two dealt with failed medicinal cannabis businesses and unpaid rent and company purchases. Both were resolved and archived.

In a complaint filed August 5, 2022, Juan C. Arocha said Quiñones, through his corporation Buena Cepa, LLC, agreed to buy his cannabis cultivation and dispensary in Carolina, including Kaya Dispensary, LLC and Gafc Crops, LLC, for a total of $875,000, split into payments of $300,000 and $575,000. Arocha said he was left owed $575,000, that Quiñones stopped paying rent, the IVU sales tax he collected from patients, electricity, trash, internet and pest-control bills, and that he allowed a vehicle sought by FirstBank for insurance fraud to be hidden at the property.

The complaint also mentions ex-activist Félix Plaud de Choudens, killed a day earlier, allegedly by William Rivera Sánchez over an economic dispute. In another complaint, Elena Pagán San Miguel alleged Quiñones, for Southeastern Holding LLC, leased a Río Piedras location for $1,800 monthly, was ordered by a court to pay $16,000 plus $1,620 in attorney fees and never paid.

Other archived complaints involved a custody case and a dismissed appeal by Ilka Cruz Rosario, whom ex-governor Pedro Pierluisi later pardoned in December 2022.
