The Puerto Rico Office of Government Ethics (OEG) has filed complaints against former Secretary of the Governor’s Office Francisco Domenech and former Deputy Secretary Itza García, alleging they violated the agency’s organic law by using their posts for personal gain and the benefit of third parties. For both, the OEG asks that "a civil penalty equal to three times the value of the economic benefit received, if any" be imposed, and demands restitution of public money and retention of any funds accumulated while they were public servants.
Domenech is charged with violating Article 4.6(c) of the Government Ethics Law (Law 1-2012) for hiring Janet Parra, the former nominee for Justice secretary, as his defense attorney in his pending case before the Independent Special Prosecutor’s Panel Office (Opfei), which stems from accusations by former Economic Development and Commerce (DDEC) Secretary Sebastián Negrón Reichard. The complaint says Domenech authorized Parra’s contract at the State Insurance Fund Corporation on August 18, 2025, valued at $125,000 through June 30, 2026.
He left his post on August 7, 2026, and press reports on August 10 said he had hired Parra. García is charged under Article 4.2(s) over her role in the DDEC’s contracting of her partner, Luis Alberto Sánchez Andino, through his firm Next Wave Solutions, LLC. The complaint says she sent Negrón Reichard a service proposal on November 9, 2025, and followed up on December 5.
The contract, for $120,000 through June 30, 2026, was formalized on December 16, 2025. García left her post on August 15. Both have 20 days to respond.
