Four days into AAA's rotation rationing, the utility's own charts show the Carraízo reservoir has actually risen 21 centimeters — about 5 centimeters a day — putting it 43 centimeters above the "control" line that triggers the agency's harshest restrictions. Separately, the Department of Consumer Affairs (DACO) reiterated that commercial establishments are not permitted to charge customers a fee for "water service" or anything related to water, reinforcing existing consumer protections even as the island navigates the rationing measures.
