Morning Brief · from today’s top stories

FEMA has approved more than $71 million in additional funding for Puerto Rico’s disaster recovery. The approval puts new money behind recovery work on the island, and it is one of two funding decisions in today’s news. The Oversight Board cleared more than $114 million for road repaving and rehabilitation in 40 municipalities. That money is now allocated to road work across those 40 towns, a decision that reaches drivers and local governments in a large share of the island’s municipalities.

The Puerto Rico government opposes any increase in the electricity tariff. It says it will evaluate alternatives to help consumers if a rate hike is approved. The wording leaves the increase itself unapproved for now, and consumers are the people who would feel any change. What those alternatives would look like has not been specified.

The La Plata reservoir continues to decline but remains at a "healthy" level. Rationing is not being considered, so households served by the reservoir face no change in service for now.

A shipwreck near Mona Island left three people dead and 49 rescued. Three bodies were recovered, and the 49 survivors were pulled from the water.

School cafeterias could face food shortages because suppliers have halted deliveries over unpaid Education Department bills. The unpaid debts are the stated reason deliveries stopped, so the Department’s payment problem now threatens the food supply that cafeterias depend on. Students who eat at school and the staff who run the cafeterias are the ones who would feel any gap first.

Several questions remain open. The Education Department has not resolved the unpaid bills behind the halted deliveries. The government has yet to say what help it would offer consumers if an electricity rate increase is approved. The La Plata reservoir is still declining, though no rationing is under consideration.
