Morning Brief · from today’s top stories

A contractor died on Friday morning, October 16, at the Caguas Norte filtration plant of the Puerto Rico Aqueduct and Sewer Authority (AAA), and the Police are investigating the circumstances. The incident was reported at 11:48 AM, and preliminary information indicates a truck ran over the contractor. AAA Executive President Luis Reinaldo González Delgado said the deceased worked for the contracting company in charge of the plant’s improvements.

The president of the Puerto Rico Social Work Professionals Association, Lydael Vega Otero, rejected the government’s intention to contract private organizations from outside Puerto Rico to provide social services on the island. Vega Otero said turning to foreign organizations without fixing the shortcomings of public institutions could worsen the recruitment and retention of social workers. The association says Puerto Rico has more than 7,000 licensed professionals and 14 academic social work programs, enough to build strategies to strengthen services.

Governor Jenniffer González Colón said on Friday, October 16, that she had not yet received the final text of the permit project the Senate approved with its amendments. She said she needs to examine the final version to determine whether the changes made during Senate consideration alter the intention of the original proposal. The Senate-approved project aims to establish a new legal framework for planning, regulation, permits, review and oversight processes. Its changes include eliminating a single permit for future requests and creating a system of declarations of use for permitted activities.

The Department of Natural and Environmental Resources faces proposed penalties of $84,748 after the Puerto Rico Occupational Safety and Health Administration identified labor safety violations at the San Fernando pumping station in Cataño. The union Servidores Públicos Unidos de Puerto Rico reported the penalties on Friday, October 16. The inspection found obstructed evacuation routes, inadequate emergency action plans and uninspected fire extinguishers. The department has until November 5 to correct most of the violations, and the union is urging Secretary Waldemar Quiles to act.

The Puerto Rico Department of Health removed six participants with intellectual disabilities from Hogar Jardín del Edén in Isabela while it investigates an anonymous complaint alleging abuse and mistreatment. Health Secretary Víctor Ramos Otero said the agency received an anonymous email, which was also sent to the federal monitor, other officials and Telemundo’s investigative program Rayos X. Rayos X made the case public. According to Rayos X, the email, sent on October 14, alleges the owner forced residents to perform oral sex on each other. It also describes physical, verbal and financial mistreatment, including making residents fight, taking clothes given by relatives, and gambling games in which residents lost their money.

The AAA reported that water levels fell in 11 reservoirs over the last 24 hours, while eight others registered increases. La Plata dropped 0.08 meters to 43.39 meters and stayed in the Adjustments band. Patillas had the largest decrease, at 0.16 meters, followed by La Plata.

The Department of Natural and Environmental Resources has until November 5 to correct most of the violations PR-OSHA identified at the San Fernando pumping station.
