Government contracts, agency by agency
Every Puerto Rico government contract of $100,000 or more on file with the Comptroller since July 2016: who signed, with whom, for what and how much. Updated every week.
One contract is left out of the totals. Contract 2026-000060, filed by the Department of the Family with Sweet Corp, Inc. and granted Sep 29, 2025, is on file in the Comptroller's registry at $4,000,000,000. That is far out of scale with the agency's other 57 contracts in fiscal 2026 ($36 million in all), and it looks like an entry error in the registry.
Fiscal 2027 so far
Puerto Rico’s fiscal year runs July to June; fiscal 2027 is July 2026 to June 2027. Agencies have filed 4,103 contracts of $100,000 or more granted since July 1, worth $6.2 billion over their full terms.

Change on a year earlier: Jul 2026 to Aug 2026, against the same months a year earlier, the months old enough to be mostly filed. Agencies file days or weeks after signing, so the newest weeks fill in over time.

Fiscal 2026 contracts came to $20.6 billion, down 38% on the year before
The value of the contracts agencies filed, by the month they were granted, since July 2016. A contract counts in full in the month it was granted, whatever its term. The newest weeks are still being filed.
- With firms and organizations
- Between public bodies
- Still being filed
The tallest months are each mostly one long contract. Dec 2024: $16.7 billion over 30 years from PREPA to Energiza LLC and San Juan Generations Assets LLC and Cratos Energy Holding LLC (energy projects); Dec 2025: $6.2 billion over 7 years from Genera PR to Nfenergia LLC (materials and supplies).
Before Jul 14, 2021 the registry’s one amount field could also hold money an agency was to receive, so the older months can count some of that.

Fund types
The agency's own revenue paid for 65% of the money in fiscal 2026 contracts
Each fiscal year's contracts by the fund type the agency filed. The registry says whether the money is federal, state or the agency's own; it never names the federal program.
- Federal
- State
- Own revenue
- Combined
- Legislative
- Not filed
The registry never names the federal program behind a contract, so FEMA’s rebuilding money is inside “Federal” with every other federal grant and cannot be told apart here. For FEMA’s own figures, see the Recovery Money Tracker and our story on how much has been paid.

About the data
Every Puerto Rico government contract must be filed with the Comptroller (Oficina del Contralor). We read its public contract registry once a week (as of Oct 15, 2026): every contract of $100,000 or more granted since July 2016, kept as totals, never the contracts themselves. Download the data (CSV) or the JSON.
What an amount means
- An amount is the most the contract lets the agency pay, not money paid out: the registry records what a contract is worth when it is signed, never what has been paid under it.
- An amount is the contract’s whole value over its term, as the agency filed it: a 20-year power purchase and a one-year cleaning contract sit side by side, so a month with one long contract can tower over the rest.
- A contract counts in the month it was granted. Agencies file days to weeks after signing, so the newest weeks fill in over time; the comparison with a year earlier stops at whole months at least 30 days old.
- Canceled contracts are left out of every total (7 in fiscal 2027 so far). Amendments are counted on their own, never in the month totals.
- A contract of $100 million or more filed for over ten times as much a year as all of its agency’s other contracts that fiscal year together looks like an entry error in the registry. Such a contract is left out of every total, chart and ranking here, and named as filed in the note at the top of the page.
Agencies, contractors and public bodies
- An agency is the public body that signed, by the registry’s own number for it, however its name was typed. Towns sign as their municipal governments.
- A contractor is named as filed. The same name with different punctuation or capitals counts once; two names that differ in any word, even “LLC” and “Inc.”, count as two, because they can be two companies. A contract with two contractors is its own row.
- An agreement where every party is a public body (a loan from one authority to another, a lease of a government building) is counted in the totals and the agencies, but left out of the contractor ranking.
Fund types and FEMA’s money
- The registry has coded each contract’s fund type (federal, state, the agency’s own revenue, combined or legislative) since July 2022; before then almost none carry one, so the fund chart starts in fiscal 2023.
- It never names the federal program. FEMA’s rebuilding money for Puerto Rico is tracked on the Recovery Money Tracker, and our story on how much of it has been paid follows it.
Amendments and “new this week”
- Amendments are read for the contracts of $1 million or more granted since July 2025, from the registry’s own list of each contract’s amendments. The money an amendment adds is the amount filed with it; an amendment can also change dates or terms with no money. A contract is read again every four weeks.
- “Newly on file” means filed since the previous weekly read: the registry numbers every filing in order, so a contract numbered above the last read’s highest is new, whenever it was granted.
- The registry’s robots.txt asks that contract documents not be downloaded; we read only its search and its amendments list, and never fetch, link or copy a contract document.
