PR Senator Finds Expired License, Alleged Food Shortages at ASSMCA Mental Health Facility

Senator Juan Oscar Morales, president of the Senate Health Commission, conducted a site visit to the Center for Recovery to Independent Living (CRVI), operated by the Administration of Mental Health and Anti-Addiction Services (ASSMCA) in Trujillo Alto, following an anonymous complaint. Morales said the inspection revealed "severe operational deficiencies, sanitary violations, and safety risks," including poor medication management, lack of security, absent licenses, and food shortages.

He claimed employees had to spend their own money to feed patients due to ASSMCA's inaction, calling it a lack of humanity and administrative negligence. Morales said he will prioritize summoning ASSMCA's central administration before the Health Commission to account for the findings, identify those responsible, and present an immediate compliance and infrastructure plan.

He vowed to follow up to ensure dignified, safe treatment for CRVI patients. In response, ASSMCA Administrator Catherine Oliver Franco disputed some claims, stating the agency can certify that the center's 32 participants "have never lacked food and have always received the services related to the type of program in which they are placed."
