Dominican Republic authorities extradited Ramón Martínez, also identified as Ramón Arturo Ortega Concepción and known by the alias "El Negro Amante," to Puerto Rico, where he was wanted on several serious charges. Martínez, 44, faces charges of first-degree murder, attempted homicide, illegal possession of a firearm, and firing and pointing a weapon. He was handed over to U.S. officials at Las Américas International Airport and then flown to Puerto Rico on a commercial flight.
The extradition was carried out by the Dominican Republic's Attorney General's Office (Procuraduría General de la República Dominicana) and the National Drug Control Directorate (Dirección Nacional de Control de Drogas), with support from the U.S. Marshals Service, after completing the relevant legal procedures. Martínez had been arrested in August during an operation in the Villa del Café Segunda sector of Santo Domingo Oeste, where authorities seized a vehicle, a firearm, ammunition, and false documentation.
Upon his arrival in Puerto Rico, Martínez was placed at the disposal of authorities to answer for the charges against him.
