  • The Oversight Board has requested an update on the contract’s value, which could reach $7.5 million.
  • The Health Department will have to provide information on processing charges that represent Xuvo’s income.
  • The Oversight Board had previously recommended a competitive process for awarding a new contract for the services in question.

The Financial Oversight and Management Board (JSF) has asked Health Secretary Víctor Ramos Otero for data on the technology contract signed with Xuvo Technologies. The company built the platform the Health Department now uses to grant permits, licenses and certifications, after being awarded a contract through a non-competitive process that Ramos Otero has defended. The Board is now seeking an updated contract value because it may have jurisdiction over the deal.

Health must turn over certain information, including the processing fees that would make up Xuvo’s revenue. How much money the company generates and would receive over the term of the contract has not been publicly clarified. In a letter dated the day before publication, Board Executive Director Robert Mujica told Ramos he needs an updated value.

Mujica cites documentation Health submitted to the Board indicating the value could reach $7.5 million. The Board had concluded the agreement did not meet the $10 million threshold for it to intervene, but recommended that Health run a competitive process within 90 days to award a new contract covering the services in question.
