Governor Signs Law 224-2026 Requiring Payment to Aggregate Haulers Within 15 Days

Why this matters: For Puerto Rico’s aggregate haulers, the 15-day payment mandate, late-payment interest and fines target the delayed payments common in construction contracting, while NTSP rate enforcement covers the trucking costs built into local works projects.

Puerto Rico Governor Jenniffer González signed Law 224-2026 on Thursday, November 5, 2026, requiring owners of aggregate loads to pay transporters within 15 days and to comply with rates authorized by the Transportation and Other Public Services Bureau (NTSP). The governor said the law brings together in a single legal framework the provisions governing an activity important for construction and public works on the island, and sets clear responsibilities for those who contract these services, including timely payment.

The legislation originated in Senate Bill 1140, authored by Senator Héctor Sánchez Álvarez, and incorporates commercial and industrial aggregate transport provisions into Puerto Rico’s Public Service Law. Through new Article 73-A, load owners must contract services at NTSP-approved rates and answer for excess loads they authorize. The statute includes administrative fines and interest on late payments to protect transporters.

The NTSP’s powers include issuing permits and provisional authorizations, maintaining a registry of transporters, overseeing operations, and setting fair and reasonable rates, along with procedures for denying, suspending or revoking permits with due process guarantees. For publicly funded works, transport services must be distributed through numerical rotation shifts among authorized concessionaires under NTSP rules. The provisions do not apply to heavy vehicles owned by the Puerto Rico government or the municipalities.
