Yabucoa Mayor Seeks Alternatives to Strengthen Finances

Updated Jun 25, 2026 · via Primera Hora

Rafael 'Rafy' Surillo Ruiz, the mayor of Yabucoa, discussed the challenges facing the municipality with Primera Hora. The primary issue is the economic situation, with a significant reduction in income due to the elimination of equalization funds.

The municipality is currently facing a $2 million deficit in the upcoming fiscal year's budget. To address this, Surillo Ruiz plans to increase income through construction projects, which include $200 million in obligated funds, and explore new revenue streams, such as managing public nuisances and identifying short-term rental properties that are exempt from taxes.

The municipality is also expecting income from new businesses, including a parador, supermarkets, and restaurants. Key projects for the year include the $32 million Parque Félix Millán and the Centro de Diagnóstico y Tratamiento (CDT) hospital, both of which are nearing completion, with the park at 80% and the CDT at 85%.
