Carlos Estefano Pino, 67, a convicted femicide offender now suspected in the killing of nurse Jennifer Torres Castro in Caguas, violated six conditions of his parole and risks losing that privilege, said Samuel Silva Rosas, president of the Parole Board (JLBP), after Estefano Pino's final hearing on Tuesday. Torres Castro was found dead on June 24; prosecutors have not filed charges in that case, as it remains under investigation pending results from the Institute of Forensic Sciences (ICF). Silva Rosas said the board must decide only whether to revoke parole for violating conditions—not for a new crime—including failing to contact his probation officer, Xiomar Rivera, and not staying overnight where required; he reportedly also drank alcohol the night of the incident.
The Department of Justice requested the hearing be confidential, barring press entry despite JLBP rules presuming such proceedings public. The hearing was held on the ninth floor of a building on Avenida César González, Calle Juan Calaf, in Hato Rey, shared with the Department of Correction and Rehabilitation. Estefano Pino is represented by attorney Jesús Miranda.
He was released by the JLBP in 2018 despite having 85 years remaining on his sentence for the 1990 murder of Myrna Báez Valle, then 22. Silva Rosas said three of five votes suffice for revocation, expected within 30 days.
